Aja Niedorf

Excellent free lookout tower. Last trip up is 22:30, so great chance for night light viewing. If very clear day, can see Fuji-san very well. Security does check bags at door, but I have never had anything taken away. Highly recommended for folks visiting Tokyo.

This is one of my favorite places in the city. Ignore the kitchy tourist trap gifts (or not, as you like) and enjoy the view that makes you feel insignificant. What a perspective. The North tower has a upscale restaurant, slightly overpriced, that commands the "best" view towards the palace and bay.

Kyle Bishop

This observation deck has a better view than Tokyo tower and is free. Come later in the afternoon or early night time as it is open till 11 pm most days. The city lights are breathtaking from the 45th floor. There will be a quick back check before you board the elevator.

Skie Rocco

The Tokyo Met Govt building is a little out of the way from most things, but completely worth the trek. You can take the Yamanote line and then walk or bike the rest of the way. The view from the top is worth it completely. You can see all of Tokyo and beyond, and on a clear day you can see Mt. Fiji. The grounds around the building have some amazing flowers and a statue that caught my eye.

Overview of the city is amazing. The souvenir shops were interesting to browse through. I liked the convenient available seating to rest on, while family members shopped. We did not dine in the restaurant, but it was totally beautiful on the outside.
